Based on what I know about N Korea, they’d be better off attacking a few farms and stealing the grain. That is one very hungry country.
Many countries have found that war is an effective way to reduce demand for food.
1) If they really believe that they can take a swing at us.
2) If there's some internal trouble (more than usual) in the country, and all this is being done to distract people from it.
