If you do it right, you can cast a lot of heavy bullets for 44 or 45 cal.I cast all of my 44 specials, with a semi wad cutter.

IMHO cooperatives are the answer. You would quickly learn just how intrusive government has become if you attempted to set up an ammo factory. Small, quite, & mobile is the preferred way in my view. There are many already reloading and will train others. Lead is available in wrecking lots, brass at gun ranges & power appears to be abailable. Primers may be the most difficult element to acquire although I purchased 1,000 recently.
