Maybe Haley should have put a seat warmer in, I hate having to defend our seats in special elections, seats are much more likely to change hands in specials.
He couldn't. Governors can appoint Senators when a seat is vacant (17th Amendment, cl. 2), but must call a special election when a House seat is vacant (Constitution, Art. I, sec. 2, cl. 4).
