True, it was news that Dutch Finance Minister Jeroen Dijsselbloem was making that acknowledgment. The European finance ministers had been stressing as recently as last week that the opposite was the case, that Cyprus was a special situation.

Dutch Finance Minister Jeroen Dijsselbloem is president of the Eurogroup council.

The market genuinely was shocked.

It’s certainly not wise for government officials to effectively sanction a bank run — at the top end of the deposit spectrum, anyway.

Anyone in with accounts in Portugal, Spain, Italy, Greece or what is left of Cyprus who didn't have their track shoes on for a bank run just isn't paying attention and falls under the definition of "fool" in "a fool and his money are soon parted".
