That looks more like she was a supporter of Agenda 21, not a threat to it. It says she killed the anti-Agenda 21 bill.

Mississippi politician and grandmother, 53, ‘kills herself’ at home of former lawmaker

http://www.dailymail.co.uk/news/article-2298608/Jessica-Upshaw-Politician-shot-death-home-lawmaker-Clint-Rotenberry.html#ixzz2OWpQJe2o

Upshaw was not married, but did have an adult daughter who is married with with a child of her own and lives in South Korea, according to the Clarion-Ledger.
Snip
Upshaw is the fifth Mississippi lawmaker in to die in the last few months.
Joe Gardner of Batesville, died last month of a heart attack at the age of 68. Democratic Rep. David Gibbs, of West Point, died January 13.
Two Democratic state senators, Bennie Turner, of West Point, and Alice Harden, of Jackson, died in late 2012.

Notes:
the four previous Mississippi lawmaker deaths were all elderly, black Democrats who apparently all died of natural causes. Although, if you want a conspiracy, perhaps that’s what you should be looking at:

Bennie Turner (D) - age 64 - brain tumor - died 11/27/2012

Alice Harden (D) - age 64 - undisclosed, lengthy illness - died 12/06/2012

David Gibbs (D) - age 76 - cancer - resigned for health reasons 01/08/2013, died 01/13/2013

Joe Gardner (D) - age 68 - apparent heart attack - died 02/04/2013

All four were members of the Legislative Black Caucus.

Also, there is the case of (white) former Federal Prosecutor Jack Brooks Lacy of Mississippi, who died of a gunshot to the head at age 69 in late June, 2012. He “led the first federal prosecution in a civil-rights era killing”.

Nov/Dec/Jan/Feb/March/ 1 each month,? April,hmmm.
