Mao means indoctrination and that’s the purpose of government schools.

He can't claim credit for the idea, though.

Our schools were modeled after Bismark's Germany, which were designed to produce obedient soldiers and bureaucrats.

A lot of bad things came out of Germany in the 1800s. Not the least of which were German Talmudic critics. They founded modern atheism, particulary among Jews. These atheists graduated to communism.
