Its really no secret. Its called the Royal Perogative.

The usual interpretation is that the Queen or King may dissolve the parliament, and, of course, their property is not subject to regulation even if the rest of the country is. However, many would be surprised to know that the Queen also exercises her powers in daily politics. I was surprised and heartened by this, just as two British newspapers of note considered it newsworthy.
