That is the point- they dont want a manager (especially an intelligent one) coming in and taking a look at what they have done...They want to continue to run things themselves
I suspect a lot of them WILL be going to jail if it is done right

Kevyn Orr is probably the best that they could get for this situation, the governor made a very good pick. He is experienced in turnarounds and making tough choices.
