Why would a Republican Governor anger his base?

That depends on what one would consider “a showdown” and “looming” to be, especially coming from the local NBC affiliate. I think he’ll likely sign it to avoid a mutiny.

What State will be next to go "green" with Constitutional Carry? Utah? Oklahoma?

Go, Utahns! Constitutional carry already is the law of the land, and has been well over 200 years.
