I'm going to go out on a limb and speculate that the psychopath was a member of a protected minority whereas the victim was not.
OTOH, if he (yeah, I'm assuming the psycho was male) had done something really dangerous like, say, making a pop tart into the shape of a pistol, he would have gotten suspended or expelled rather than merely transferred to another bus route.

He must have some special victim status than just his color to get this kid glove treatment since we all understand that in the libtard hierarchy that people of color are better than people without and females are superior to males.
