I honestly declare the best solution would be to take all of the applicants, and do a LOTTERY, some go back, and some stay. Quick and remove the judges having to review case by case. It´s the way we sent young men to war in the days of the draft, and it´s equitable and fair. Everyone gets the same treatment. You either had good luck, or bad luck.
