Perhaps he was just trying to take Rush’s approach of “demonstrating absurdity by being absurd”, albeit it’s a strange place to do it.

I get a different take. I think he was being clever and was beating down a greenie with some of their own rhetoric.
The EPA has classified Carbon di-oxide as a greenhouse gas and therefore it must be taxed through bicycle sales taxes.
