Purchasing billions of rounds of ammo, close to three thousand armored vehicles for civilian use, thousands of surveillance drones, webs of cameras to watch citizen movement, FEMA corps, Millions in DHS grants to civilian law enforcement (for that civilian force just as well armed), and NDAA with detention provisions for American citizens.
