I fault Bush for creating yet another massive Gov’t bureaucracy in the first place.
If you create such a huge agency, staff it with tens of thousands of people, give it billions of dollars, what do you think its going to do? It will find a mission for itself.

As you indirectly point out, the first mission of any bureaucracy is to defend itself, period. This can be done in a few ways, including creating their own mission as you so correctly pointed out.
In this case, I think DHS was handed a devil's bouquet by the Obama administration. He is obviously turning them into his own, personal army to be deployed right here in the US of A, facing off against any and all US citizens who dare to oppose his dictatorial, Socialist/Communist regime's goals of total domination.
