How about just establishing an ideal BMI and weight for each person getting food stamps along with the total numbers of calories allowed to maintain that pre-determined weight for a month. Load the card with calories allowed, not dollars. Each item available for purchase in a store would contain a price as well as total caloric content for that item. Then when items equalling that number of calories has been purchased, the card is not valid until the beginning of the next month.
Now there’s a “small gov’t” solution.
