This gets into privacy (and etiquette) issues, but this information comes from a Freeper setting his/her “location” in preferences, thus some prefer to list “United States” instead of pinpointing.
At top of page, click on “Account”
scroll down to “My Locale”
that gives a hyperlink list of states and locations.
RI shows 75 Freepers currently. Clicking on the state gives the state bulletin board: http://www.freerepublic.com/perl/profiles?location=87
State boards are great way to spread news of state and local interest, but it’s not private. Some bds are obviously more active currently than others, but times are changing.

At the top of the state page is the hyperlink with the members list info, by state/location (eg, United States, Colombia, etc).

Again, this is set by individual members at their preference from their HOMEPAGE self-set info (stressing that is under individual control).
-OR- at bottom of your home page, scroll to bottom to “You can edit this page”, and can set your location for anywhere from there.
