“‘The worst case scenario is the sequester hits and nothing really bad happens.’”

Obama and Co. will do whatever it takes to ensure that bad things happen. See the threads about releasing “waves” of illegal aliens, in advance of the sequester cuts. That’s an example of a classic textbook maneuver for fighting budget cuts — cut the most popular or critical programs first. (By “textbook”, I mean actual textbooks — I studied this in a graduate school course on finance and budgeting.)

I should add that the textbooks I was referring to above were pointing out the various budget dodges, and ways that each one could be countered, so that budgets could actually be balanced. OTOH, I'm sure that Obama's budget people would have read it as a how-to manual for dodging cuts. Not that they would have needed to -- Alinsky's Rules for Radicals told them everything they need to know.
