I am curious as to the identity of the referenced “they”. Does anyone know the history of this “decision”?

The main Pakistani or Indian immigration to the UK happened in the 1950’s-70’s, under both Labour and Conservative govts.

It was mostly a blowback from the Empire. Many foreigners held British passports from the time they were under British rule, and that of course gave them right of residency in the UK. It wasnt intended for that of course, it was so they could move around doing work, but it was a loophole that was exploited.

The floodgates really opened after Blair took over in 1997. Any attempts at immigration control were deliberately abandoned as part of a new but unannounced gov’t policy. The idea was to force a “multi-culti” society on the country (and no doubt increase Labour party rolls) and enable any criticism of the policy to be deemed “racist” and thus discredited.

There were reports that it was indeed policy but proof only emerged years later in a leaked memo.
