If the military can’t stabilize Afghanistan why does he think it can stabilize Chicago?
Maybe he thinks the rules of engagement would be better than the ones imposed on American Troops in Afghanistan?
As a former National Guard tank officer, I think that using Guardsmen for urban crime control is stupid beyond belief. They have civil disturbance training but that doesn’t equate to law enforcement. Because the Guard can be activated & sent into situations by the Governor, Posse Comitatus does not apply IMO. Would avoid it and instead use police tactics from other cities that actually work.
