Key word here is "secrecy". They are able to molest young boys because they are not suspected of being a threat. Open homosexuals would not have the opportunity to be alone with boys as often.
Exactly. Therefore it stands to reason that an out-of-the-closet adult homosexual would NOT represent the same threat at all. And since the current policy ONLY excludes the out of the closet group, and does nothing to stop those operating in secrecy, I would say it’s pretty damn ineffective.
