"Odd"? Let me explain some basic law. Ordinances differ, but a person who is proven to be intoxicated or under the influence of alcohol or drugs and/or causing a disturbance in a public place - as well as operating a motor vehicle in such a condition can actually be arrested and convicted. Read the story again and you'll figure it all out.
