Holding would have given the Ravens the ball after eating up the clock. Then the punt will end the game. Same ending whether they took or declined the penalty.

The point is that the refs should do their job. It was holding on the pass play. The refs should have picked up the flag in the interference call that kept the Ravens drive going earlier. That ball was uncatchable. Makes the NFL look like the NBA.
