I am sure the state of Mexifornia has enough money that a few hundred or even thousands spent making a high school football player feel even more special is money well spent.
Besides if Califonicate needs some more money all they have to do is add a couple of pennies to the wealthy taxpayer's bill and keep on keeping on.

"State paid hacks with nothing better to do ..." Helicopter flyovers for events and memorials are fairly common. Law Enforcement has to do something with their shiny toys paid for at taxpayer expense. Even medical helicopters, partially funded by Medicare and Medicaid get in on the act, kind of flying billboards for their host hospitals. Every time a helo engine cranks, you generate needless wear and tear and maintenance costs on the bird which comes out of our taxes.
