So I guess up to 18 years of age
You kiddies just on’t unbderstand (and neither does the author).
You have to pay the penalty for ANY one you can claim as a dependent.
Basically any relative you support for more than half of their income.

hm.. $20,000 a year health plan or $287 fine....
