The video at the Chicago Tribune link does mention this was gang-related (or so says the commentary: I haven't got audio)... but that wasn't placed in the article for whatever reason.

The female reporter in the video said Hadiya wasn't in a gang but that most who were with her when she was shot were. She also said those gang members did nothing to help her nor would they aid police in their investigation.
