Up to now, the only African-American in the Senate is Tim Scott, a Republican.
The Dems couldn’t let that pass, so they had to appoint one of their own. So sorry, Barney.

Up to now, the only African-American in the Senate is Tim Scott, a Republican. This means the new appointee can create a Black Caucus within the Senate, and then immediately exclude Sen. Tim Scott.
