Why doesnt the current owner donate it himself and take a big tax write-off? Why should he? He's 70. He may need the cash. What business of it of yours? There are plenty of 1%ers and foundations and museums that can come up with less than $2m if they want to for such a piece. If they don't care to... oh well.
