In fact Russians know a things or two about building ships. US Military Sealift Command operates former-Soviet ship for most critical missions. No French ships so far.
Conveniently enough, the damn thing won’t work in the warm either..so it’s a moot point.. : )

Shouldn’t be a problem for year round operations so long as the Russians only use them 30 degrees on either side of the equator.
It might be -7C (19.4F) but it is very strange that the vessel is unable to operate in the winter.
