You nailed it! From a 2010 article, "New details of woman's fateful fall" chicagotribune.com:
"But instead of arranging transportation to a hospital, police ultimately sent Eilman miles away to the Wentworth District lockup, where multiple witnesses said jail guards dealt with her erratic and bizarre behavior by repeatedly telling her to "shut up." One inmate testified that black officers repeatedly shouted at Eilman, calling her a "white bitch.""The civil suit's $22.5 million cash award does not punish the black racists responsible. It only punishes taxpayers, i.e., predominately white people.
Many a cop has been fired based on facts of misconduct established during civil proceedings that led to verdicts of large cash liability awards. The cops involved - black and white - must be exposed and punished! If they are not, we can be sure it's yet another case of an Eric Holder "my people" skin privilege
Indeed, the problem with gov’t agent misconduct is that they are personally immune from civil liability for their conduct under the color of law.
One of the major reforms I would enact, if I had the magic wand to do so, would be to make each individual personally liable for any malfeasance on the job.
I know a guy that did just that through a lawsuit, and the person in question backed off real quick. Some appraiser in a county gov’t was trying to screw a developer on tax appraisal, and his lawyer not only sued to get the appraisal corrected, but countersued the appraiser himself, personally, and attached his house to the suit.
It’s my understanding that the cops who dropped her off were black and female. I don’t know if that’s true, but I read it somewhere. Second City Cop blog, perhaps (Chicago cops blog)
