Surprisingly, Engel is exactly right. We need look no further than the WH, itself. Notice that few foreign leaders have come to talk to zero and seek his counsel or support on a given issue.

Typically, global leaders have worn a path in the WH carpets coming to see the POTUS and seek his advice/counsel/support on issues.

But, not with zero. The evidence is right in front of our noses and the Obama apologists can sputter and bluster as they please, the fact is that Engel spoke the absolute truth.
