What if a state was to expand its National Guard by selling commissions to its citizens to be inactive militia, issuing them belt fed weapons, mortars, etc. to store at their residence as appropriate (conveniently covered by cost of commission).
Not as an assertion to meet the “militia” wording, nor a substitute for normal rights, but rather as a means of strongly asserting state rights over federal law.
