humph, Emergency Broadcast System is on the list. Yet the FCC killed EBS about fifteen years ago and replaced it with the Emergency Alert System.

That's probably because there's still full benefit employees of the EBS. In Washington, nothing ever really goes away.....look at Bill Clinton.
