I dug the picture at the top of the page of the "Inert Mortar Round".

I suppose that the TSA was afraid someone might drop it on their foot, and leave a very sore bruise.

Either it was a very stupid attempt by someone to transport it or it was a terrorist probe to see if TSA would catch it.
