Whatever legislation Obama pushes it is always about consolidating the partisan power base. Last summer, while he bantered with reporters, I heard Obama say almost gleefully, “Texas will be a battleground state soon.” The DNC plan is to make the Southwest solid Blue by 2020. That's what this is all about. The reason this wasn't brought up in the last term was because most unions opposed it. They feared a bunch of barefoot Mestizos taking their jobs. But the labor movement has taken horrendous losses since 2010 and they're desperate.
