For people to want to be rationale there should be some preconditions, just as the military had several plans for the same battles in the Cold War ear with the USSR. There has not been a war in the real sense. There have been a series of lopsided skirmishes. While we have had casualties, the numbers are slight and in fact trivial when compared to the gang wars actually being fought with guns in the American cities.
Simultaneously there has been a conscious and I think successful effort to exterminate the leadership. They are a known quantity, citizens in neighborhoods, and they must live among st the people. I perceive success at eradicating them.
You are precisely correct when noting preconditions. I would think the meeting in Qatar, the military capital of the GCC, would specifically be established to convey and to receive just such preconditions.
