There are dozens of active and passive ways a state governor can interfere with federal law enforcement within the state’s borders.
Of course it’s all hypothetical gum-flapping at this point — including *your* skeptical pushback — because there IS no EO. When (if) we know the details of the actual EO, we can argue about some specific actions the governor might take (or not).
