Kaplan backs down on gun ban; targets high-capacity magazines. ELLENVILLE — Ellenville Mayor Jeff Kaplan, who ignited a firestorm of opposition over a proposed gun ban in the village last month, has apologized for his proposal while also making a new proposal supporting increased gun restrictions.

In his seven-point resolution, Kaplan criticized county and state officials for cutting back funding for mental health and police presence in schools.

In a statement released Tuesday, Kaplan said he was wrong in "jumping to the conclusion" that a gun ban should be implemented in the village in the wake of the Newtown, Conn. massacre.

New York Gov. Andrew Cuomo indicates he will propose gun-control legislation as part of his State of the State address Wednesday.

That proposal resulted in a standing-room-only town meeting during which Kaplan and his proposal were widely criticized.

However, he said, the public discussion shouldn't end there.

"In fact, a firearm used for hunting, protection and recreation in a responsible citizen's hands becomes a weapon of mass destruction in the hands of a madman," he said.

To that end, Kaplan's latest proposal calls for banning assault weapons and high-capacity magazines, increasing penalties for illegal gun possession from misdemeanor to felony status and more stringent certification of all firearms, including hunting rifles.

In addition, Kaplan criticized Ulster County officials for cutting funding for mental health services that not only reduced counseling and treatment but has resulted in a reliance on drugs that, he contends, in overmedication of schoolchildren.

Several residents at the December meeting offered the same contention.

Kaplan also criticized state funding cutbacks that resulted in the loss of a school resource officer in Ellenville's schools several years ago.

Kaplan has not yet presented the resolution to the Village Board, which is expected to review it on Monday.

The resolution isn't the first of its kind in Ulster County; the New Paltz Town Board unanimously approved an extensive resolution within a week of the massacre, supporting a national background check for gun purchasers and increasing penalties for illegal purchases and transfers.

The New Paltz resolution is the only response of its type to be approved by a local government body, according to New Paltz Supervisor Susan Zimet.

First the mayor proposed an outright gun ban in the city knowing it wouldn't happen. So he comes up with, what he considers a more moderate reasonable proposition while trying to emulate the NRA calling for police presence in the schools.

The attempted assassination of Pres. Reagan reminds me of another example of the brazen hypocrisy of the left. The Brinks robbery that occurred in Nanuet, NY a few months later(BTW something that was literally to close to home for me). Some factions of the weather underground were responsible, and most of the cops and investigators involved to this day have good reason to suspect Bill Ayers and Bernadine Dhorn had, at least an indirect, tangential role in this. Funny how the then fledgling Brady Campaign and the other anti-gun nuts were strangely silent over this incident.

I can’t imagine that the Federal Dems will proceed differently. That will be the real fight.
