I don’t believe the cigarette smuggling story... but my guess was that he was probably being held on the extreme SE part of Kish Island.

I would not poo-poo this story so easily. With our gov't taxing a carton of cigs to higher and higher levels, I am sure the black market is pretty lively. What better way for our enemies to get revenue than by doing things like this.
