Why don’t they just convert all the plants to natgas? That way they can sidestep the mercury AND AGW regs, and quite possibly continue to produce affordable electricity.

That’s what I would try to do if I were running their show.

Costs upwards of 100 million to convert a plant to gas, and fuel costs go up too. Of course, there is an extensive licensing process.
Very expensive whe there is no economic of physical reason that it must be done in the first place.

not as easy as it sounds. costs to scrap the coal plant and retrofit to gas convert may not be affordable
and it needs to have a pipline terminus to bring the gas in.
