Maybe I am missing something but why not have the House bring up their own version of the bill minus the pork. The bill would be in a pure form when it went to the Senate. The Senate would then be forced to hold it up while they pile on the pork.

Apparently all the rest of the 60 billion is just pork — all of it.
The $9.7 billion replenished the flood insurance fund. The rest can be dismissed as irrelevant — period.
Spend the 9.7 billion and then send us another request.
