OWNERSHIP PERMITS, the vast majority of which are not allowed outside the house.

We don't know for sure if these are concealed carry, target (you're only allowed to take the handgun to a range, otherwise it MUST be kept at home), or ownership permit, which basically states that you take the gun home and it never leaves your home or business.

What the heck are you talking about?

When I lived in NY back in 1986 or so, and was looking into bringing a couple of handguns into the state (Westchester Co, actually), I was told that there were 3 sorts of permits issued for handguns. There was concealed carry, but those were very rarely issued unless you had specific needs or great connections. The second was a "target permit," which allowed the handgun to be transported, unloaded and in a locked case, to a shooting range, or a residence permit, where once the handgun is at the home or business, it had to stay there.

I'm not positive about the names, but while I had a buddy with an FFL in MO who could ship the handguns to an FFL holder in NY, when I went to the sporting goods store (Hermans?) at Cross County Shopping Center in Yonkers and was given this information, making me give up on it.
