Too much paperwork. I don't pay property taxes so I can do paperwork. Those taxes pay for functionaries that do paperwork. I let them handle it.

Funny though, that brief time of goblins trying to move into an older neighborhood stopped suddenly, for some reason. Safer places to be for them, I suppose.
