Reminds me of the time that all gas stations were "forced" to put in new tanks to "protect" the environment. Smaller independent stations cold not afford the cost, but the major oil companies could. Results were less competition and higher prices for all.
A few years later they added the mandate for vapor recovery pumps. Rinse. Lather. Repeat.

Guess the New York Times and Washington Post will 'miss' this one - and all it implies...
