It would be more productive to give some $$$ (plus a new name on the passport) to any Muslim woman aged 18-24 who wished to emigrate. A reduction of the fertile female population would solve the Palestinian problem in a generation or so. Any women emigrating would need to take her minor children with her in order to be eligible.
Taking her husband would be optional. Israeli courts would issue a divorce as part of the deal, if she desired.
