Why not pay nothing and keep what you have?
I don’t get it —as they write the law it ASSURES non-compliance.
It’s like fining people to AVOID drunk-driving.

That is what they are hoping for, non-compliance so they can charge you with anything they wish, and seize your weapons.
If you make everyone a criminal, and criminals can't "legally" own firearms, you have a nation of slaves.
