Why is it that the house is presumed to have an obligation to act on the senate bill, but the senate was not presumed to have an obligation to act on the house bill from back in August, long before the so-called fiscal cliff loomed?

Because the President agreed to sign this one and not the one from August. So, why would a DUMMYCRAT Senate take up a bill and vote if it does not enjoy the President’s support?
