Democracy is a fairly good system for governing a relatively homogeneous group of people with shared ideals and values; it is NOT a reasonable scheme for sharing power between two or more groups of people with nothing in common at all other than possibly for shared economic connections, and who basically just hate eachother. At that point, all you have left is a contest to see who can do the better job of gaming the system.
