Obama didn't want them secured. That was his intended causus balli to intervene and move the Caliphate. Everyone knew that he was going to fake Assad's use of them as a reason for US and NATO intervention. Smart move by Russia and Syria. I am no fan of Assad but I like the muslim brotherhood even less.
