At least you called it a power. That's what it is, raw use of power.

BTW, look up promotion of virtue and prevention of vice.

That's currently a big thing in parts of the world.

Women should remain covered from head to toe, and not allowed outside or to speak.

Not true. Who’s virtue? Suppose the community is a bunch of atheists and they don’t want Jesus on your front lawn. No. There is a reason the First Amendment is the first.
