Some time ago I caught a guy digging around my tractor barn, I held him there and the sheriff's department had him cuffed in less than 5 minutes.
The deputies are always on patrol and response time is very quick, even out in the sticks.

The CNN producers are so out of touch they think “reporting” a 20 min response time sounds reasonable. It doesn’t matter to them if it’s true or not.
